Este trabajo tuvo como objetivo analizar las relaciones internacionales de una entidad política subestatal, la provincia canadiense de Québec. A través del estudio de la acción internacional quebequense hacia América Latina post referéndum de 1995 se procuró profundizar y problematizar respecto del fenómeno paradiplomático. El trabajo se estructuró en dos secciones un marco teórico y un estudio de caso. En el marco teórico se analizó la acción internacional de entidades subestatales en un contexto de globalización, seccionando cinco debates, a saber: Globalización y su impacto en la acción internacional de entidades subestatales; La Regionalización una necesidad para la acción internacional; Estado nación y acción internacional de entidades subestatales; El Estado en la escuela Quebequense y; ¿Definamos paradiplomacia? Posteriormente se estudió las condiciones del sistema internacional que motivan y permiten la acción internacional de entidades subestatales.
