Cette étude présente tour a tour différentes structures, tentatives et programmes qui ont été réalises aux Etats-Unis et au Canada, dans le but de faire face que problème que pose le besoin de personnel hautement qualifié, Naturellement les expériences faites dans les universités de pays développés doivent être appliquées avec resserve à des situations apprennent similaires dans les pays en voie de développeraient. En effet, les organisations d'extension de l'université aux Etats-Unis sont financées en grande partie par les étudiants, ce qui est loin d'être le cas dans les services africains en dehors de l'universite.
