Abstract
This paper is part of a two-part series addressing the water-energy nexus in British Columbia, published in partnership between the POLIS Project on Ecological Governance at the University of Victoria and the Canadian Centre for Policy Alternatives. The project is primarily supported by the \nGordon and Betty Moore Foundation, the Bullitt Foundation, the Vancouver Foundation, and the Walter and Gordon Duncan Foundation. It is also supported by the University of Victoria Eco-Research Chair of Environmental Law and Policy and the University of Victoria Centre for Global Studies. This paper is also part of the Climate Justice Project, a five-year research project led by the CCPA–BC and the University of BC. The Climate Justice Project studies the social and economic impacts of climate change and develops innovative green policy solutions that are both effective and equitable. The project is supported primarily by a grant from the Social Sciences and Humanities Research Council through its Community-University Research Alliance program. Thanks also to Vancity and the Vancouver Foundation for their financial support of the Climate Justice Project.
