Pro gradu –tutkielman aiheena on tehokkaan katumisen ohjelmien käyttö veropaon torjunnassa. Tehokkaan katumisen ohjelmien tavoitteena on kerätä verotuottoja takaamalla alhaisemmat sanktiot niille verovelvollisille, jotka vapaaehtoisesti oikaisevat aiempien vuosien verotuksiin liittyvät laiminlyöntinsä. Tutkielmassa tarkastellaan Ruotsissa ja Yhdysvalloissa toteutettuja tehokkaan katumisen ohjelmia. Lisäksi tarkastellaan, millaisia muutosehdotuksia Suomen lainsäädäntöön on esitetty tehokkaan katumisen ohjelman käyttöönottoon liittyen. Tutkielma on metodiltaan oikeusvertaileva sekä oikeuspoliittinen. Ruotsin lainsäädäntöön sisältyvät tehokkaan katumisen säännökset ovat olleet voimassa jo usean vuosikymmenen ajan. Yhdysvalloissa taas on toteutettu 2000-luvun aikana jo neljä offshore-sijoituksille suunnattua tehokkaan katumisen ohjelmaa. Näiden ohjelmien suosio on kasvanut erityisesti viime vuosina tietojenvaihdon kehittymisen ja kiinnijäämisriskin lisääntymisen myötä. Tehokkaan katumisen ohjelmien suosio riippuukin usein enemmän kiinnijäämisriskin suuruudesta kuin ohjelman varsinaisista ehdoista. Suomen lainsäädäntöön ei sisälly tällä hetkellä säännöksiä, joiden nojalla ilmoitusvelvollisuuden laiminlyönnistä seuraavia sanktioita voitaisiin alentaa silloin kun verovelvollinen on oikaissut aiempien verovuosien laiminlyönnit vapaaehtoisesti. Myös Suomessa on selvitetty määräaikaisen tehokkaan katumisen ohjelman käyttöönoton mahdollisuutta. Tehokkaan katumisen ohjelman käyttöönotto onkin kirjattu toukokuussa 2015 julkaistuun hallitusohjelmaan. Valtiovarainministeriön valmistelun perusteella Suomen tehokkaan katumisen ohjelma tulisi olemaan voimassa määräaikaisena vuoden ajan ja se antaisi vapaaehtoisen oikaisun tehneille verovelvollisille mahdollisuuden välttyä rikosoikeudellisilta seuraamuksilta. Verot sen sijaan kerättäisiin normaaliin tapaan, minkä lisäksi verovelvolliselle määrättäisiin normaalit verotusmenettelylain mukaiset veronkorotukset.
