Norge er blant dei landa i verda med best helsevesen. Samtidig syner befolkningsframskriving og demografi frå fleire kommunar eit aukande behov for arbeidskraft i åra som kjem. Eldrebølga er så vidt byrja å skylje innover landet vårt, men vi gispar allereie etter luft.\nLeiarane i kommunal omsorgssektor er pliktig å sørge for tenester av fagleg høg kvalitet. Eit ansvar dei har trass i at tal tilsette vert lågare. Distriktskommunane er dei som slit mest med å rekruttere og behalde pleiepersonell. Leiarane må derfor nytte tilgjengelege ressursar på best mogeleg måte og jobbe aktivt med kompetansestyring og kompetanseutvikling. For å klare dette må kommunane satse langsiktig og systematisk på kompetanse.\nFøremålet med studien er å beskrive korleis leiarar i kommunal omsorgssektor opplever arbeidet med å sikre samsvar mellom tilsette sitt potensial, arbeidsoppgåver som skal utførast og utfordringane som skal handterast som ledd i å nå overordna mål.\nEg har nytta ei kvalitativ tilnærming og intervjua 5 sjukeheimsleiarar frå ulike kommunar i Vestland fylke.\nLeiarane fortel om hektiske kvardagar som gjer arbeidet med kompetanseplanar utfordrande. Trass i at kommunane har overordna strategiske kompetanseplanar, så fører manglande oppfølging frå øvste leiing til at planarbeidet ikkje vert prioritert ute i einingane.\nKonklusjon: Sjølv om strategiske kompetanseplanar er forankra og vedtekne i kommunane, så blir ikkje planarbeidet jobba vidare med på einingsnivå. Sjukeheimsleiarane treng støtte frå øvste leiing, og rom til å sette seg ned med planarbeid. Dei må få bruke erfaringane sine til å lage realistiske planar, planar som kan endrast ved behov. Ein må også erkjenne at leiarane ikkje kan gå rundt med planverket i handa. Ein må stole på evna deira til å vere kvardagsstrategar. At dei gjennom kunnskap og erfaring handterer hendingar som ikkje er planlagt for, på eigne og strategiske måtar for å yte tenester av fagleg høg kvalitet.
