Es la expansión del mercado lo que ha impulsado en los diferentes momentos históricos el desarrollo y el progreso de los países, motivo por lo que estos han ido abandonando los instrumentos o mecanismos que les diferenciaban de los demás a fin de constituir una economía integrada. No obstante, el resultado hasta el momento tiene una extensión parcial, es decir, reducida a unos pocos países, dirigiendo los esfuerzos a ampliar la dimensión del mercado, con la constitución de un mercado único común. De este modo, es posible conseguir una serie de ventajas económicas (además de las de tipo político) relativas a las ganancias asociadas a la ampliación del mercado y, especialmente de la posibilidad de generar y aprovechar importantes economías externas.
