Les transformations et l'inertie institutionnelle sont analysées afin de montrer comment le secteur des hydrocarbures reste marqué par l'incrémentalisme. Toutefois, les ajustements en termes d'instruments et d'acteurs illustrent des dynamiques nouvelles qui ouvrent l'action publique à des enjeux nouveaux. Le changement n'est pas tant insufflé par un choc exogène que par les limites endogènes au secteur et la volonté de les dépasser pour maintenir le système en place. Transformation and inertia are studied to highlight how the hydrocarbons subsystem is shaped by incrementalism. However, instruments and actors adjustments show new dynamics that open policy-making to new stakes. Policy change is not brought only by exogenous events but also by endogenous limits of the subsystem and the will to overcome them to maintain the system in place.
