Mathis fue la decimotercera borrasca nombrada de la temporada 2022-2023. Al igual que su borrasca antecesora Larisa, su formación se produjo en el Atlántico norte y fue nombrada por Meteo France. La emisión de su aviso se produjo en la mañana del día 30 de marzo de 2023 debido a las intensas rachas de viento previstas a partir de las 00 UTC del día 31 y a la ocurrencia de chubascos y tormentas en la mitad norte de Francia, especialmente sobre la zona del Paso de Calais y de la región natural de Cotetin.
