Abstract
This research examines three critical challenges in contemporary document management: the transition from paper-based to electronic information systems, human factors affecting staff engagement with records management procedures, and the limited involvement of document managers in strategic decision-making. Through literature analysis, the study identifies gaps between traditional control-focused approaches and modern user-centered practices, highlighting how rigid procedures can reduce staff compliance and effectiveness. The paper proposes solutions including enhanced leadership training for archivists, collaborative management approaches, and development of strategic competencies to better integrate records management with organizational information governance frameworks.
