RÉSUMÉ: «L’accessibilité est un indicateur couramment utilisé en planification des transports, en stratégie d’utilisation du sol ou encore pour diagnostiquer l’équité spatiale ou sociale. L’accessibilité a souvent été définie comme la facilité d’accès à des activités par un mode de transport et à une heure donnée. Geurs et Van Wee (2004) définissent les quatre composantes de l’accessibilité comme étant le système de transport, l’utilisation du sol, l’individu et le temps. Ces termes ont largement été repris par la communauté scientifique mais la plupart des études d’accessibilité n’incluent pas les quatre composantes. En effet, les mesures les plus populaires sont les mesures basées sur la localisation qui intègrent très bien le système de transport et l’utilisation du sol mais plus rarement les individus et le temps. Mais ces dernières années, le développement des données GTFS a permis la croissance des études d’accessibilité en transport en commun intégrant les variations de service de transport au cours du temps. Cependant, les dynamiques des deux autres composantes de l’accessibilité sont généralement ignorées et le caractère dynamique de l’accessibilité est inégalement intégré aux différentes mesures. Les objectifs de cette recherche sont les suivants : ➢ Étudier l’impact de l’intégration de chaque dynamique urbaine sur différentes mesures d’accessibilité ➢ Étudier l’impact de l’intégration de chaque dynamique urbaine sur des diagnostics d’équité ➢ Proposer une méthode d’évaluation d’équité verticale dynamique, basée sur le concept suffisantiste Pour répondre à ces différents objectifs, l’accessibilité est mesurée aux commerces alimentaires en transport collectif sur l’île de Montréal, toutes les 15 minutes au cours d’une journée de semaine entre 7 :00 et 22 :00 avec quatre mesures d’accessibilité différentes et en intégrant au fur et à mesure les dynamiques des composantes urbaines. Dans un premier temps la population, les opportunités et le réseau de transport sont considérés comme statiques. Ensuite les dynamiques sont intégrées dans l’ordre suivant : d’abord les variations du service de transport sont considérées, puis les horaires des opportunités et enfin les mouvements de population. Les différentes mesures d’accessibilité étudiées sont : la mesure d’opportunités cumulées, la mesure gravitaire, la mesure par zone de captage en deux étapes (ou mesure « two-step floating catchment area » abrégée en 2SFCA pour la suite du mémoire), ainsi que la mesure 2SFCA modifiée. A partir de ces mesures,un diagnostic d’équité horizontal et un diagnostic vertical sont menés : le premier avec l’indice de Gini et le second avec le coefficient de corrélation de Spearman. Ce dernier coefficient est calculé entre des rangs de vulnérabilité et des rangs d’accessibilité (classements des niveaux de vulnérabilité et des niveaux d’accessibilité), qui sont définis selon quatre méthodes. La première définit les rangs d’accessibilité selon la médiane et les trois autres intègrent le concept suffisantiste, pour définir les parts de la population au-dessus du seuil de suffisance.» ABSTRACT: «Accessibility is a commonly used indicator in transportation planning, land-use strategies and spatial or social equity diagnostics. Accessibility has often been defined as the ease of access to activities by a given mode of transport at a given time. Geurs and Van Wee (2004) defined the four components of accessibility as transport system, land use, individual, and time. These terms have been widely adopted by the scientific community, but most accessibility studies do not include all four components. Indeed, the most popular measures are location-based ones, which integrate the transport system and land use effectively, but rarely include individuals and time. In recent years, the development of GTFS data has enabled the growth of transit accessibility studies that integrate variations in transit service over time. However, the dynamics of the other two components of accessibility are generally ignored, and the dynamic nature of accessibility is unevenly integrated into the various measures. The objectives of this research are as follows: ➢ Study the impact of integrating each urban dynamic on different accessibility measures ➢ Analyse the impact of the integration of each urban dynamic on equity diagnostics ➢ Propose a dynamic vertical equity evaluation method, based on the sufficientarist concept To meet these different objectives, accessibility to food stores by public transit on the island of Montreal was measured every 15 minutes during a weekday between 7 :00 and 22 :00, using four different accessibility measures and gradually integrating the dynamics of urban components. Initially, the population, opportunities and transport network are considered static. Then the dynamics are integrated in the following order: first, variations in transport service are considered, followed by opportunity schedules, and finally, population movements. The various accessibility measures studied are: the cumulative opportunities measure, the gravity measure, the two-step floating catchment area measure (2SFCA), and the modified 2SFCA measure. Based on these measures, a horizontal and a vertical diagnosis of equity are carried out: the first with the Gini index and the second with Spearman's correlation coefficient. This coefficient is calculated between vulnerability ranks and accessibility ranks, which are defined according to four methods. The first defines accessibility ranks according to the median, while the other three incorporate the sufficientarist concept, to define population shares above the sufficiency threshold.»
