This work examines the relationship between environmental protection legislation and human health crises. Specifically, this thesis will look at instances of public drinking water contamination in recent Canadian history. This thesis will argue that although health and environment are legislatively distinct, health crises can create political motivation for environmental governance reform. A legislative and document review was preformed to research the topic as well as the two case studies. The two case studies are Walkerton, Ontario and the e coli outbreak in 2000, and North Battleford, Saskatchewan and the cryptosporidium outbreak in 2001. The purpose of the research was to understand the reasoning behind the reactionary methods of creating environmental protection legislation in response to human health crises.
