Abstract

Abstract The article examines contemporary approaches to enhancing the effectiveness of human resource policy within the civil service. Drawing on international experience (Singapore, Canada, the Scandinavian countries, and South Korea), the study identifies key trends: the development of leadership competencies and talent pools, the introduction of HR analytics, a focus on sustainability and employee well-being, and the digitalisation of HR processes. The Kazakhstani context is explored through the Civil Service Development Concept 2030, the implementation of the “E-kyzmet” platform, the growing use of HR analytics, and ongoing institutional reforms. The findings emphasise the need for a shift towards a results-oriented, flexible model of HR policy, treating human capital as a strategic resource for the modernisation of public administration.
