Abstract
Penyusunan Honorarium Keterangan Ahli/Saksi Ahli dan Beracara yang terdapat pada Peraturan Menteri Keuangan tentang Standar Biaya Masukan Tahun 2017 s.d. 2024 masih belum memenuhi kebutuhan yang ideal untuk Kejaksaan Republik Indonesia. Padahal didalam proses penanganan perkara, jasa seorang ahli sesuai dengan keahlian dan tingkat pendidikan seorang ahli yang memberikan pendapatnya dalam proses penanganan perkara yang variatif seperti dari sarjana sampai dengan guru besar sangat diperlukan. Tujuan penelitian ini adalah merumuskan besaran honorarium keterangan ahli yang ideal untuk Kejaksaan Republik Indonesia sehingga dapat mendorong pencapaian kinerja penanganan perkara tindak pidana umum, tindak pidana khusus, pidana militer, dan perdata dan tata usaha negara. Metode kajian ini adalah kualitatif dengan melakukan penelitian dokumen perencanaan maupun dokumen lainnya yang memiliki keterkaitan substansi dengan permasalahan yang menjadi objek kajian. Dengan teknik pengumpulan data dan analisa dokumen, yaitu dengan mengumpulkan semua dokumentasi termasuk kesimpulan dalam rapat-rapat atau forum yang membicarakan atau memuat terkait penyusunan RKA-K/L yang kemudian dikolaborasikan bersama temuan hasil wawancara. Kesimpulan didapat bahwa Honorarium Keterangan Ahli/Saksi Ahli dan Beracara dipandang tidak representatif untuk memenuhi pembayaran prestasi atas kapasitas ahli baik ASN maupun terlebih Non-ASN yang pada umumnya bertarif melewati ambang batas tertinggi dari yang diatur dalam Peraturan Menteri Keuangan tentang Standar Biaya Masukan. Dalam penelitian dan konfirmasi langsung kesumber masih diperoleh satuan kerja yang memberikan honorarium ahli melebihi ambang batas dari SBM dengan menerapkan prinsip at cost disertai tolok ukur jenjang pendidikan dan pengalaman dari ahli yang bersangkutan.
