Este libro responde a la compilación académica de las reflexiones compartidas en los foros PreCOP que ambientaron, desde las universidades, los puntos más álgidos de la negociación que se llevaría a cabo durante la cumbre propiamente dicha. La obra se articula en los tres bloques temáticos enunciados antes, con la participación de los invitados a los foros, quienes, esta vez como autores, retomaron las ideas expuestas en los encuentros, analizando las contribuciones de los sectores que representan en el cumplimiento de las diversas metas.
