Abstract
O trabalho de investigação aborda essencialmente dois temas que são debatidos várias vezes na sociedade portuguesa: a Educação e a Descentralização. O presente estudo foca-se na análise de uma política pública que visa a descentralização de competências na área da educação para os municípios portugueses; a política pública visada é o projeto-piloto Aproximar Educação. O objetivo da dissertação é avaliar o impacto da política pública Aproximar Educação no sucesso escolar dos alunos do 3º ciclo do ensino básico e do ensino secundário das escolas públicas do município de Vila Nova de Famalicão (município esse que viu serem-lhe delegadas determinadas competências no âmbito da política pública em estudo). Serão utilizados dois indicadores para analisar o sucesso escolar: notas obtidas nos exames nacionais e taxa de retenção. Com recurso ao método Interrupted Time Series irá procurar-se verificar qual o impacto que a política pública Aproximar Educação teve no sucesso escolar dos alunos do município de Vila Nova de Famalicão, comparando os períodos anterior e posterior ao da introdução da política pública em estudo. Da análise efetuada apurou-se que a política pública em estudo melhorou as notas obtidas nos exames nacionais do ensino secundário e a taxa de retenção escolar no 3º ciclo do ensino básico, contudo não foi possível validar a hipótese formulada para responder à pergunta de investigação. Em suma, procura-se com a presente dissertação perceber se a descentralização da educação, implementada através do projeto-piloto Aproximar Educação, corresponde a um aumento do desempenho escolar dos alunos e, assim, obter-se uma avaliação do impacto da política pública no sucesso escolar.
