Abstract

India’s Solar Cities Programme, led by the Ministry of New and Renewable Energy (MNRE), aims to foster urban decarbonization and energy equity through solar integration and smart city frameworks. Nagpur, as a Model Solar City, provides a unique lens to evaluate the interplay between policy, technology, and social inclusion in the context of urban energy transition. This paper synthesizes recent literature, focusing on policy frameworks, technological innovation, financial models, and governance mechanisms. It critically assesses how these factors shape both decarbonization outcomes and equitable access to solar energy in Nagpur. The analysis reveals that while Nagpur has made significant strides in solar adoption and emissions reduction, challenges remain in ensuring inclusive benefits, overcoming financial barriers, and streamlining governance. Recommendations include adaptive policy design, innovative financing, and community-centric approaches to accelerate India’s urban energy transition.
