Abstract
Personal Hygiene menjadi upaya untuk menjaga diri manusia agar terhindar dari penyakit. Dari beberapa kelompok masyarakat di Indonesia yang paling rentan untuk sulit melakukan personal hygiene adalah kelompok anak jalanan maupun anak terlantar. Anak jalanan sering menghabiskan waktu untuk beraktivitas di luar sehingga tidak memperhatikan personal hygiene diri sendiri. Dinas Sosial Kota Surabaya membentuk UPTD Kampung Anak Negeri sebagai lembaga yang memiliki tugas pokok melaksanakan pelayanan kesejahteraan sosial bagi anak-anak bermasalah secara sosial di kota Surabaya. Tujuan dari penelitian ini adalah mengetahui gambaran personal hygiene berdasarkan Ottawa Charter di UPTD Kampung Anak Negeri. Metode penelitian yang dilakukan dengan cara observasi langsung dan indept interview kepada pihak UPTD Kampung Anak Negeri dan anak asuh. Kesesuaian personal hygiene anak asuh dengan kelima strategi promosi kesehatan berdasarkan Ottawa Charter yaitu build healty public policy, create supportive environment, reorient health services, develop personal skill, dan strengthen community action serta sudah terdapat beberapa aspek yang sudah terpenuhi. Hal ini terbukti dengan sudah terdapat penerapan kebijakan kesehatan yang terdapat pada kontrak belajar anak asuh yang disertai poin pelanggaran. Begitu juga telah terdapat media promosi kesehatan berbentuk poster. Tidak hanya upaya promotif dan preventif melainkan juga upaya kuratif berupa kerja sama dengan puskesmas medokan ayu untuk anak asuh yang sakit. Dari kelima strategi promosi kesehatan berdasarkan Ottawa Charter terkait personal hygiene hanya terdapat empat strategi yang terpenuhi. Pada aspek strengthen community action masih belum terpenuhi karena tidak ada kelompok khusus yang mendukung personal hygiene. Saran bagi UPTD Kampung Anak Negeri yaitu melakukan evaluasi dari kekurangan yang ada agar pelaksanaan personal hygiene dapat berjalan lebih baik.
