L'articolo descrive il percorso che ha portato alla redazione dei piani strategici delle città in Sicilia, arrivando ad avanzare alcune conclusioni critiche che riguardano in particolare: (1) la necessità che i processi di pianificazione inducano le municipalità a replicare il principio dell’integrazione progettuale anche in campi più eterogenei di quelli ampiamente praticati nel corso dell’ultimo decennio (la riqualificazione fisica della città, sovente a sostegno del marketing turistico), sollecitando le forme di partecipazione su temi quali la vivibilità, la qualità e l’accessibilità dei servizi locali, la realizzazione di sistemi di mobilità realmente efficienti e sostenibili; (2) la possibilità che gli apparati amministrativi colgano l’opportunità delle esperienze in corso sul fronte dell’innovazione della governance locale, introiettando metodologie e modalità di cooperazione in grado di ridurre gli effetti negativi della crescente frammentazione politico-istituzionale e dando continuità ai progetti ed alle politiche che richiedono un maggiore orizzonte temporale.
