The international relations of Brazil and Canada: conflict or cooperation?

Abstract
Many analysts and policy makers point to the unrealized potential for cooperation between Brazil and Canada. Historically, Brazil and Canada have taken convergent positions in various multilateral forums and on some important global issues. The efforts of both countries to deepen their bilateral relations are also notable. However, despite good intentions, genuine cooperation has proved elusive and both countries find it difficult to expand collaboration on sensitive issues, particularly related to economic development. The authors contribute to this debate by arguing that the key to understanding the poor record of cooperation between Brazil and Canada in the multilateral arena is their divergent positions regarding the role and purpose of multilateralism and multilateral institutions.
