Abstract
This paper introduces the Institutional Tension Index (ITI), a conceptual and measurement framework for visualizing how fiscal and legal architectures interact across education systems. Built on a Two-Axis Fiscal Framework — X for cross-jurisdictional pre-tax flows of public and private capital, and Y for intergenerational after-tax carrying capacity — the ITI translates rule texts into observable frictions. By tracing proof, eligibility, and compliance chains, it identifies where institutional design and household capacity fall out of sync. The study aims to make fiscal structures visible within educational policy design, using a descriptive, non-interventionist approach. All materials are presented for research and policy dialogue purposes only.
