Abstract
L ifelong learning is increasingly regarded asimportant to the health of the Canadianeconomy (Bélanger and Tuijnman 1997). Workplace developments such as rapid technological change, higher educational requirements, an increased emphasis on skill-based knowledge, and greater dependence on computers have led to a need for train-ing entry-level workers as well as retraining older ones. At the same time, Canada’s population continues to age as the baby boomers move towards retirement (the oldest turn 60 in 2006). With the median age of retirement at 61 in 2005, the possibility of their impending exit from the labour force increases con-cerns for the supply of skilled labour. Facilitating later life learning could extend the contribution of older workers beyond the traditional age of retirement (Morissette, Schellenberg and Silver 2004).
