External consultants under contract to HRDC prepared this paper. The consultants worked with source documents, conducted a number of interviews with stakeholders in the career development community across Canada, and consulted extensively with the HRDC Reference Group appointed to steer the completion of the response. The paper does not represent an officially approved or endorsed HRDC or Government of Canada position.
