Abstract
The Corporate Head Quarter (CHQ) is the entrepreneurial, administrative and cultural centre of a business organization. It is an attractive work place. Its staff more or less rules the future of the business and, above all, the quality of the current staff determines the quality of its future staff as it develops through learning, through recruiting and work separations and through strategic acquisitions to broaden and deepen its competence base. Hence, the conditions under which the CHQ can maintain and improve its staffing with human capital also determine its optimal localization. As firms become increasingly global they also become increasingly dependent on competence recruited externally. The location of the CHQ is therefore dependent on the cost of global recruiting. Countries that have made it difficult and costly in that respect are becoming less attractive CHQ locations and have tended to loose their corporate headquarters.
