Abstract
We are pleased to present the enclosed Final Preliminary Design Report. This report summarises the work completed to date to identify suitable options for the renewal of the storm sewer between Sullivan’s Pond and Dartmouth Cove. Three (3) primary options are considered, as well as several variations on each primary option. A detailed comparison of the options is presented, including provision for fish passage. Historical, geotechnical, environmental, hydrological, civil engineering, social and economic factors influence the selection of the preferred solution. The report will present a logical case for the construction of a new storm sewer and open channel along the existing storm sewer route (Option 1B). Technical challenges with new storm sewer routing along Prince Albert Road (Options 2 and 3) create significant and increasing project risk, cost and schedule. Sincerely,
