Abstract
This paper reports on a research project intended to build on understanding and developments in the field of “learning records ” as a means of managing learning and human capital. It begins with a literature review of related developments in the field of workforce education/training, literacy and lifelong learning, skills assessment, Prior Learning Assessment and Recognition, electronic labour market information, human resources accounting, and work in the new economy. It explores and sets out the hypotheses and research questions about the effectiveness and efficiency of learning records in the workplace – their use and utility in meeting policy goals of increasing return-on-investment in training and increasing Canada’s prosperity in the globalized knowledge-based economy. 1.
