Abstract
The Portlands Energy Centre L.P. (PEC) is a 50/50 limited partnership between Ontario Power Generation Inc. (OPG) and TransCanada Energy Ltd (TCE). The proposed PEC site is located southeast of Toronto’s downtown core on the waterfront and will be located on the eastern portion of the former R. L. Hearn Generation Station (G.S.) property at 440 Unwin Avenue. The proposed PEC will be a 550 megawatt (MW) natural gas fired power plant capable of generating electricity and steam for district heating. The property owned by OPG and to be leased to PEC will be dealt with in accordance with OPG’s Site Specific Risk Assessment (SSRA) which has been submitted to the MOE for review (Golder, 2003a). This report documents an evaluation of the potential health impacts to people residing and/or working in the immediate area from the substances emitted to the air from the proposed facility in support of the environmental screening process. The emissions from the proposed PEC are to air and water. The emissions to water have not been found to effect human health, therefore, the risk assessment focussed on emissions to air from the proposed PEC. No other pathways of potential exposure have been identified. An assessment of impacts on ecological receptors was also undertaken.
