Abstract
In this paper we define and study certain piecewise affine maps of the infinite strip, which we call quarter turn compositions. These maps capture essentially all the information contained in polygonal outer billiards and have higher dimensional compactifications which are polytope exchange transformations (PETs). The PETs which arise are based on pairs of incommensurable lattices in Euclidean space, and we call them double lattice PETs. This paper represents a step to-wards a general theory of polygonal outer billiards, and also produces multi-parameter families of double lattice PETS in every dimension.
