The attacks placed a spotlight on immigration as a critical vulnerability to US national security needs and the issue of North American integration, or the ‘big idea’, has taken on renewed importance especially in Canada (Esses, Dovidio, and Hodson 2002). Immigration has strongly influenced Canada’s development and has assumed greater political, economic, and cultural significance during the past fifty years. During this time there has been a relatively broad elite consensus that large-scale immigration is beneficial for Canada. The significant immigration policy changes since 1962 have been the catalyst for a historic demographic makeover of the Canadian population (Blake 2003; Castles and Miller 2002). As a result, Canada has experienced increased numbers of immigrants, characterized by greater ethnic and linguistic diversity compared to previous immigrants (Bourne and Rose 2001).
