In Australia, indigenous people comprise approximately 19 percent of the prison population. The Indigenous rate of imprisonment is 14 times the non-Indigenous rate. (Australian Bureau of Statistics, March Quarter 2001). The extent and complexity of factors contributing to this over-representation of indigenous people in the criminal justice system may be related to: · a long history of differences and conflicts in relations between indigenous and non- indigenous peoples, including connection with civil authority; · significant cultural factors including the place of ‘community ’ in the lives of indigenous people; and · a multiplicity of issues including health, housing, food quality and education which together have created a persisting level of overall disadvantage for indigenous people. This paper focuses on circumstances in Queensland, and identifies the level of indigenous representation in corrections, specific issues related to that representation, current programs and initiatives that attempt to address those issues and possible areas for future development.
