Abstract
The City of Toronto has initiated a review of the York University Secondary Plan which was approved in 1991. York University had undergone considerable and significant development in the last few years. Together with the proposed transit improvements in the area- the Downsview to York University Bus-only Lanes and the Spadina Subway Extension- it is timely to update the York University Secondary Plan. The City of Toronto is coordinating with York University as they update their University Master Plan. The purpose of the update is to: • affirm the long term vision for the York University Secondary Plan; • recognize planned transit initiatives; and • guide future development and land use decisions for the Secondary Plan area. Part of the Secondary Plan update will be conducted as a Master Plan in accordance with the "Municipal Class Environmental Assessment " (the Class EA) by completing the first two phases of the Planning and Design process of the Class EA. The open house from 4:30- 6:00 p.m. will provide the public opportunity to talk to staff about the Secondary Plan Update. Councillor Perruzza will provide opening remarks before

Full frame machine prediction
Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. The Gemma side is a direct model label for every work in the frame, read from the title-only record. The Codex side is a classifier learned from the 10,348 direct Codex labels and calibrated to design-weighted sample rates; fields without enough sample support carry no Codex call. Candidate is the union of the two sides; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; a candidate call from one source (direct Gemma or distilled Codex), not a consensus.
