Abstract
(2) Council authorizes the appropriate City of Toronto officials to take the necessary actions to give effect thereto. FINANCIAL IMPACT The key guidelines contained in the “Financing of Capital Works Policy and Goals ” are the 15% of the tax levy limit on debt charges and the City’s total direct obligation debt which shall not exceed $3.5 billion over the term of Council, ending on November, 2010. DECISION HISTORY Paragraph 8 of subsection 212 (1) of the City of Toronto Act, 2006 (COTA) requires Council to adopt and maintain a policy with respect to the financing of capital works before an agreement to issue debt can be entered into.
