Prepared by Jan Adams, the report is a synthesis of the studies on three individual multilateral environmental agreements-- CITES, the Montreal Protocol and the Basel Convention-- which themselves were prepared by Dale Andrew of the Trade Directorate (CITES) and Jan Adams of the Environment Directorate (Montreal Protocol and Basel Convention). The text is released as an unclassified document under the responsibilty of the Secretary General of the OECD with the aim of bringing information on this subject to the attention of a wider audience. The document, as well as the three individual studies on CITES, the Montreal Protocol and the Basel Convention, can also be found on the world wide web at
