Abstract
Abstract: In the recent decades, different collaborative procurement models have emerged for delivering public services. Urban planning is a case sector where multitude of interests from several public and private parties collide and where innovation capability is called for. A collaborative project procurement model, an alliance project management, has been successfully utilised in mining industry and in infrastructure building but not for urban planning. The aim of this paper is to suggest a new management model and process for Finnish urban and spatial planning, based on learnings from Canadian and Dutch urban planning cases and on learnings from project alliance management model in other industries. The research adopts literature review, case study strategy and constructive research approaches. Further action design research is planned to test the model in a Finnish publicly funded research project.
