We introduce a new coding algorithm for motion video. Our algorithm, dubbed SPAFLAY, is particularly well suited for multimedia applications (like teleconferencing and distance education) over ATM networks, as it naturally takes advantage of the two cell priority levels in ATM. Based on the dynamically changed focal point of the image, it assigns a higher priority to the cells carrying information about the current area of interest. This spatial layering technique is supplemented by layering in the frequency domain. Even if all low-priority cells are dropped by a congested switch, the quality of the received picture turns out to be acceptable in most cases.
