Abstract
The time in which the World Health Organization (WHO) conceived health as “a state of complete well-being”,\t the\tsickness-health\tprocess\twas\tnot\tcomprehended\tas\tthe\tresult\tof\tsocial variables,\t but\tas\ta\tstatic\tparameter\twhich\twould\tresult\tor\tnot\twith\tthe\tappearance\tof\tdisease. When then-Minister of Health in Canada, Mark Lalonde proposed in 1974 a new perspective for\tthe\thealth\tcare\tsystem\tin\tthat\tcountry\tthrough\ta\tworldwide\tquestionnaire which related\tpeople\tto\ttheir\tenvironments,\t there\tbegan\ta\tnew\tperception\tof\tthe\tsickness-health process\tand\tits\trelationship\tbefore\tsocial\tinequalities,\t as\twell\tas\tthe\tresponsibility\tof public institutions\ttowards\tpromoting\thealth\tin\ttheir\tpopulations\tthrough\testablishing\tand carrying out\ttheir\tpolicies. In 1978 the WHO, through the Declaration of Alma-Ata, reconceptualized health as the right of\tevery\tcitizen\tand\tmade\tsectors\tof\tthe\teconomy\tresponsible\tfor\tthe\tadaptation\tof\tpolicies that would\tbe\tcapable\tof\tgenerating\thealth. It\twas\tthus\tlaunching\tthe\tconcept\tthat\thealth\twas the result\tof\tthe\telaboration\tof\tpublic\tpolicies\twhich\trange\tfrom\tcommitment\tto\tplanning\tto social equity,\t including\tstrengthening\tsociety\tthrough\taccess\tto\teducation,\t information,\t and the right\tto\tone’s\tvoice,\t intending\tto\tstrengthen\thealth\tcare\tactions\tto\tbe\timplanted.
