Abstract
There appears to be widespread agreement in Canada that government deficits are a problem and must be eliminated. This is reflected in the success in recent provincial elections of parties emphasizing deficit-reduction and in many of the budgets that have been introduced by governments over the past couple of years. However, there is much uncertainty and pessimism as to whether governments will keep their promises. Moreover, many believe that even if deficits are eliminated, taxes will never be lowered and cuts to the social safety net reversed.
