Abstract
I n today’s labour market, two out of three jobsrequire more than a high school education. Ingeneral, postsecondary graduates have a higher employment rate, are less vulnerable in the face of economic downturns, and enjoy higher earnings. Canadian families seem to understand the benefits of a postsecondary education: One study showed that parents of 95 % of children under 19 believed that education beyond high school is important (Shipley, Ouellette and Cartwright 2003). At the same time that postsecondary education has become a determinant of labour market success, its cost has increased dramatically. Average annual under-graduate university tuition fees have almost doubled, from $2,023 in 1993-94 to $4,025 in 2003-04 (Statis-tics Canada 2003).
