Abstract
This project was the result of considerable effort by many individuals and organizations, each playing an important role in the completion of this report. The study originated at the Centre for Health Promotion Studies at the University of Alberta when a faculty member was approached by a community member regarding her concerns about patterns of service usage for those living on low incomes. The idea eventually grew into a joint venture between the Centre for Health Promotion Studies and the Centre for Health Promotion at the University of Toronto.
