The Regional District of Nanaimo (RDN) is experiencing increased pressure from population growth, urban sprawl, and economic development initiatives. As such, the RDN is developing a set of indicators to monitor sustainability within the region, through the State of Sustainability Project. The groundwater supply is finite and groundwater extraction should be conducted with a good understanding of the groundwater regime and the watersheds ’ dynamic (including the interaction between surface water and groundwater). Groundwater is a fully allocated resource and provides freshwater to discharge areas such as lakes, rivers, estuaries, wetlands and foreshores. Ecosystems are impacted when groundwater is not fully returned to the aquifers or to the ecosystems relying on it. It is therefore very important in a developed area to assess and understand humans ’ ‘footprint’ on the water cycle, and specifically, groundwater. Although the RDN has been a supporter of sustainability, certain barriers still exist within the current strategies and policies that are ambiguous or allow for certain ‘loop holes ’ in the approval procedures.
