Abstract
obtaining commercial vehicle driving licenses. However, it had temporarily per-mitted waivers of these restrictions for insulin-using drivers who met specified medical criteria (1). At present, the FHWA is no longer giving waivers. In Québec, Canada, starting in 1987, individuals with type 2 diabetes treated with insulin and, exceptionally, individuals with type 1 dia-betes were permitted to drive trucks under certain conditions, but not buses, minibuses, or emergency vehicles (2). The aim of this research is to provide a scientific basis for licensing agency regula-tions concerning medical impairments and fitness to drive commercial vehicles.
