test, response rates. The Kyoto Protocol, whose objective it is to reduce greenhouse gas emissions, has generated increased interest in measuring fuel consumption. It is in this context that Statistics Canada conducted a pilot survey to measure the fuel consumption of on-road motor vehicles registered in Canada. This survey was carried out in connection with Statistics Canada’s Canadian Vehicle Survey which collects information on road activity such as distance traveled, number of passengers and purpose of the trip. The objectives of a continuing fuel consumption survey would be to inform federal agencies such as Transport Canada and Natural Resources Canada, both co-sponsors of the pilot survey, as well as the general populace of the quantity of fuel consumed by and the fuel efficiency of motor vehicles registered in Canada. The pilot survey conducted is described, interesting results are highlighted, and the methodological challenges presented in the design of such a survey are discussed.
