Abstract
Health care today in Canada is the most debated and studied public policy issue. There is consensus that the system as we now know it is in need of changes in order to meet the challenges ahead. Spending continues to grow in total dollars, in public dollars and in percentage of the national economy. The increases in spending look to not be abating as pressures facing the system include an aging demographic and a growth of chronic diseases among the population. The Canada Health Act, long seen as the protector of Canadian values with respect to the medical system has been alternatively attacked as the problem and defended as the solution to the problems. In the meantime any reform of the system take place at the fringe, without affecting any appreciable change. Some call for a competing private health system to force the public system in to greater efficiencies, while others insist some form of fee or medical account will make patients more responsible. Both ideas have some merit, but little traction with the public.
