In late 2011, Alberta experienced a high-profile incident involving a female youth who was thought to be Human Immunodeficiency Virus (HIV)-positive and engaging in risk activities that could spread HIV. The individual was allegedly risking public health by engaging in unprotected sex with multiple partners without informing them of her HIV status. Her name and unconfirmed health status were released by police services to the media in order to apprehend the individual and to protect the public. The young woman was arrested and was charged with two counts of aggravated sexual assault but was later given a conditional discharge. The decision to disclose the identity and health status of an underage individual was not supported by the public health community since the girl was a minor and her identity and health status should not have been publicly disclosed. Alberta Health Services (AHS) Public Health Division was engaged late in the management of this situation. Alberta Health was never informed or involved in the management of this situation as it evolved. This case, and other similar cases, highlights the need to better address the collaborative management of clients who risk the spread of HIV in Alberta.
