Abstract
The Ontario government is committed to working with municipalities to provide a smooth transition between the Nutrient Management Act and regulation and the existing framework of municipal nutrient management by-laws. To assist in the transition, the Province commissioned Dr. Wayne Caldwell to undertake a study and provide recommendations to assist municipalities and the Ontario Ministry of Agriculture and Food (OMAF) in managing transition issues. On June 20, 2003, Dr. Caldwell delivered his final report to OMAF. The Ministry is presently reviewing Dr. Caldwell's recommendations, and acting on them as appropriate. Immediate efforts are focused on the recommendations related to awareness, education and training for municipalities. The Province will continue to work with municipalities, and groups such as the Rural Ontario Municipal Association (ROMA) and the Association of Municipalities of Ontario (AMO), on the implementation of the recommendations to ensure a smooth transition to 'co-existence ' between the provincial regulation and municipal by-laws.
