Abstract
Abstract: Foreign pressures triggered major modifications in the rules governing exports of Canadian dairy products recently. A portfolio allocation model derives the optimal sales of Quebec dairy producers in the domestic market and through the Individual Export Milk (IEM) program. The sequence of decisions in relation with the Quota exchange market and the IEM program implies that the domestic price of milk and quota price are the relevant random variables when Quebec dairy producers made their export decisions. The existence of the IEM program is used to infer quota discount rate values of Quebec dairy producers. A Monte Carlo simulation of the sale allocation model provides threshold estimates of the quota annual discount rate. Estimates vary from 8 % to 12.5 % depending on the time period, producers ’ cost efficiency and risk attitudes.
