versus new and expressive The word “segregation ” conjures up many negative images: ghettos in prewar Europe, apartheid in South Africa, the treatment of blacks in the American South before the Civil Rights era. Yet segregation, in some cases, may not be the outcome of the repression of one group by another or of social inequality. It may be voluntary; it may even serve useful purposes. Canada’s human rights legislation prevents discrimination against individuals or groups on the basis of race, colour, religion, culture, gender, age, or sexual orientation. Landlords cannot refuse to rent to tenants nor homeowners refuse to sell to prospective buyers on these grounds.
