Recent and Not So Recent Trends in Provincial Government Spending in Alberta

Abstract
Buoyed by recent large budget surpluses fuelled by high energy prices, the Province of Alberta announced a number of major tax cuts and spending initiatives in its April 2001 budget. The paper shows that these budget changes have left the province with a structural deficit. The implication is that should the economy slow to long-term growth rates, the provincial government will realize budget deficits and begin to accumulate debt. The paper places the recent fiscal policy choices of the provincial government into historical context and shows that recent choices are similar to choices made throughout Alberta's history.
