Abstract
implement a tri-council policy statement and to support changes to their current parental leave policies. Currently, the three major national granting councils, SSHRC, NSERC and CIHR, have implemented joint policies regarding items of mutual interest. An example of such a ‘tri-council policy statement ’ is the statement on the Ethical Conduct for Research Involving Humans (PRE, 2005). Although there are similarities between the councils in terms of their policies on maternity and parental leaves for graduate and post-doctoral fellowships, it has come to the attention of the Society of Graduate Students that there are also significant discrepancies between them. Among other discrepancies, the length of available leave ranges from four to six months. The World Health Organization (WHO) (2001) and Health Canada (2004) recommend that infants should be exclusively breastfed for the first six months of life. It is imperative that the granting councils recognize the importance of maternity and parental leave policies in supporting the health of both children and parents. Given the recent emphasis on providing a family-friendly environment in order to encouraging graduate student enrollment, particularly women (Millman, 2007; COU, 2003, p.2), a review of the tri-councils positions on maternity and parental leaves is timely and important.
