Abstract
Ecotourism has the potential to aid in a community’s economic diversification and can complement the conservation values of national park mandates because of its inherent potential to educate and enlighten through experiences leading to sustainable living. Historically the focus of tourism has been primarily on the economic benefits and typically has not accounted for the destruction or depletion of natural resources. Ecotourism cannot be sustainable unless it incorporates into its management goals, the resource constraints and the needs of local people in which it is exercised. In an attempt to promote sustainable tourism development, land management agencies and tourism operators must try to find more proactive means to detect signs of ecological, economic and sociocultural deterioration before it is too late. An ecosystem approach to tourism development has been determined through previous research to be environmentally sensitive in its development and operation and also recognizes humans as part of the ecosystem1. The sustainable development and educational goals of biosphere reserves provide the perfect guidelines to create an opportunity for true ecotourism experiences. Waterton Biosphere Reserve in southern Alberta also has unique land issues, culture and natural attributes that make the development of sustainable ecotourism operations an attractive option.
