Abstract
I would like to acknowledge the Canadian Forces for providing me with the financial resources to complete my graduate education, as well as the Commanding Officer of the Aerospace Engineering Test Establishment, Colonel Werny and Program Manager Aurora, Mr Lewis, for allowing me to use flight test data and program documentation in this work. I would not have been able to complete this effort without the love of my wife Rebecca, as she supported me through the many long hours required. As an element of the Government of Canada, the Canadian Forces are constrained by many financial and administrative regulations intended to ensure that public funds are expended judiciously. When these regulations restrict the acquisition of an improved capability, they may force program managers to accept a less capable product than could be obtained were only a simple cap on the total program cost imposed.
